MINUTES OF IMPROVEMENT COMMITTEE
OF THE
MISQUAMICUT FIRE DISTRICT

July 12, 2003

Meeting called to order at 8:30, AM

1. Attendence:           Dominic Arminio, Norm Auger, Neil Collins, Donald Goyette

Absent: Bill Gonzalez

Guests: Moderator Peter Przekop, and volunteer Mrs. Carol Melin

2. Minutes of the June meeting were not available.

3. Correspondence: None at this time

4. Delegation of Officers: Motion made/seconded and passed unanimously.

5. Report of the Moderator:

Mr. Przekop reported that spring work was intensive and that all beach staffing was completed by the Board. On going beach projects, include maintenance of parking lots, new signage, new plantings along with the daily requirements of maintaining the beaches. The renovations to the restroom/office area will be implemented at the end of the beach season. Beach passes are sold out. Two new bicycle racks have been purchased by Board for Benson and Montauk beaches and positioned along with the two benches which were at firehouse. He has begun the project to remove excess sand from Benson beach by securing a dump truck at no charge to dispose of the material.

6. Progress on immediate needs:

a.   Parking lots shall be maintained by clearing weeds etc. Volunteers and staff will help in this area.

b.   Beach landscaping has started and will be ongoing thanks to hard working volunteers.

c.   Beach signs will be made with the correct information and rules as

needed. The moderator has engaged a professional to create our "weather proof" signs.

d.   It came to the attention that the street signs in our neighborhood are the

responsibility of the Town of Westerly and the committee members will inform the Highway Department if and when a sign has to be replaced. e. Voter Petition as suggested at the Annual Meeting and the committee agreed to help out in any way possible, in the future.

7. Progress on midterm needs:

a.   Web page: Process is ongoing. Bill Gonzalez and the Board are working out the final details.

b.   Dune Replenishment: Discussion followed after Neil Collins reported on his meeting with the East Beach Improvement Association in Watch Hill. They have engaged a professional coastal beach engineer along with accessing state and local coastal resources officials to review beach erosion including it's causes and remedies relating to the long and short term effects for all of our beaches. We must be concerned as homeowners and taxpayers with our unique strip of land/ beaches between Weekapaug and Watch Hill.

8. Long term needs:

a.   Welcome packet: discussion on its need. No action taken.

b.   Misquamicut Beach Fire District Brochure: There was some work done last year and it will be investigated by Dominic Arminio. .

c.   District Flag: Our committee will investigate and a report will be sent to the Board for their decision on implementation.

d.   "Beach clean up day" will be set for the fall and the committee will enlist the help of residents and local scout troops ( earn badges). The troop uses the district facilities for their meetings.

e.   Crime watch and emergency pass programs are the responsibility of the town. Local taxpayers should be aware of this. It will be included in the web site.

9. Other:

Carol Melin presented her ideas of small butt cans provided to "Smokers" on the beach to dispose of the butts that they leave in the sand. The committee agreed to provide some at one beach to see how it will work. She stated that many beaches around the world do this and it helps a great deal in keeping beaches clean. Cost would be minimal and a motion was made by Auger and seconded by Collins for her to proceed with test.
